As there was no point at which the game was officially shutdown, it is hard to definitively say when it finally became unavailable, but the date of last archive was in September 20232, a mere three years since launching.
Why did Elite Forces shut down?
Again, as a result of no official shutdown notice, it is purely conjecture as to why the game was closed.
However, the typical playerbase "mafia-style" of browser games tend to be very demanding and the developers of such games tend to quickly exit the market if the game isn't profitable enough, which very well may have been the case here.
